1980's Childhood Fairytale Movie?

I seen this on TV when around 20 years ago. Non animated. There were 2 kids, a boy and a girl.

There was a evil thin woman with dark hair. She had both the kids locked up in a dome shaped cage. Somehow the lady ends up in the cage later on in the movie. She pleas with the children to give her the keys, the kids look at each other and toss the keys down the drain.

Any clues?
